COP names chief in key Asian market as it targets gigascale wind build

Copenhagen Infrastructure Partner's offshore wind developing partner plans to deliver three arrays off Philippines

Copenhagen Offshore Partners (COP) has appointed Rune Damgaard as sole CEO for the Philippines, as the developer for wind at sea of Danish financier Copenhagen Infrastructure Partners (CIP) aims to have 2GW of wind projects in the water by 2028 off the island nation.

Damgaard has served as Co-CEO of the Philippines market alongside Jesper Krarup Holst, COP partner and head of APAC, since January 2024. He previously also served as deputy CEO and procurement director at COP for the 500 MW Fengmiao I project in Taiwan.

Holst will continue leading the developer’s greater APAC market strategy, which includes approximately 21GW of projects in early to late-stage development in both new and advanced markets.

“Rune has done a tremendous job creating momentum in this new market together with our project team,” Holst said.

“Offshore wind development is complex, but we are confident that under Rune’s leadership, we will unlock its full potential in the Philippines, driving renewable energy advancements in the region.” 

CIP last year became the first foreign company to secure environmental compliance certification for a major offshore wind project in the Philippines, according to the country’s news agency PNA – as the country has been removing restrictions on foreign ownership under a more pro-offshore wind policy by President Ferdinand Marcos.

An environmental compliance certificate (ECC) was issued to CIP for the 1GW Camarines Sur wind farm project.

The project is one of three in COP’s 2GW offshore wind pipeline in the country.
